credit card debt

I received a letter from Sunrise credit services for $348.88 for an original bill of $27. I moved in 06 and the charge was from 05. I never received any bills but did receive at the new address a new credit card. I was told they would cut the bill in half but it would need to be paid in full. Is this true?I am on disability so I have a low income. Do I have any recourse and how can I get my credit rating back to where it was?
