Credit Card Summons - in the state of mass are a civil offense or criminal offense?

Your question is confusing.

A summons is neither a criminal or a civil offense, but rather a tool to summon a party to court and to call them into the litigation process. You have only 20 days in which to adequately respond to a summons or you will be defaulted.
