why is a credit collection agency going back to court after 9 years to change the spelling of a name on a court execution tha was never paid

They may simply have wanted an updated execution in order to recommence collection activity. A new execution will presumably include 9 years of judgment interest at a rate of 12% per year.

Probably so they can levy the execution as a lien against real estate in the name of the debtor.
