dealer sold auto without title and has not paid off after trade in

I purchased a Land Rover from a used car dealer. The dealer was going to take everything to the registry and get everything done. After several weeks, it hadn't happened, so I tried to do it myself only to find out he did not have the title. Was not able to insure the vehicle. After 3 months of not getting calls back from dealer, he did a trade in and was supposed to pay off the original loan and has yet to do (6 weeks later). Bank added collateral protection insurance after the vehicle was traded in and the loan continues to collect interest. I have contacted the bank a few times and have not received calls back when they say they will call. This whole ordeal has been going on since 01/04/08. I've run out of patience and have spent way too much time and stress on this.
