Legal Question in Credit and Debt Law in Massachusetts

Can I file a motion to vacate judgment in a debt case ($800 from a heating company, judgment entered in Waltham District Court) on the grounds that I am a Russian citizen and have been living and working in Russia for the past 1,5 years? Also, since I'm not in the US, can a relative file this motion for me? What documents (employer's letter, etc.) would be needed to support this motion? Thank you!

The only person who can represent you in court, other than yourself, is a licensed attorney. Even though this is a relatively small judgment, you really should take care of this. A judgment will be valid against you for 20 years, and will continue to accrue interest at a rate of 12% per year. The other option would be to negotiate a settlement of the judgment with the creditor. The judgment will be reported to the court as satisfied, with no further collection activity.
