Legal Question in Credit and Debt Law in Massachusetts

Friend is considering marrying man with large IRS debt. I understand that this won't affect my friend's credit score, which is individual, and shouldn't put her in trouble with the IRS (unless they commingle assets). But she would like to add him to her health insurance. Can adding a spouse to health insurance be considered a form of asset commingling?

The addition should not be a problem on its own.
