Legal Question in Credit and Debt Law in Massachusetts

My husband and I have a car repossession on our credit reports from 2010. We recently called the collection agency to settle the account. The car was sold and the balance owed is about $8600.00 but they want to charge us over $13,000.00 as settlement. Is this legal?
