I had a judgment from housing, we went to court we had an aggreement signed in court i paid them off now i need to buy a house the court refuse to give me a release paper what should i do

The parties, or the judgment creditor, should file a satisfaction of judgment with the court. You may need the assistance of counsel in getting this resolved, although it would have been much better to obtain this paperwork from the judgment creditor in exchange for final payment when you had the chance.
