loan statute of limitations
If a person doesn't attempt to collect a debt on a loan for approximately 20 years, can a relative attempt to collect on this debt after their death?

It depends on the nature of the debt. For instance, judgments are good for 20 years. As to who can collect, the administrator or executive of the estate of the deceased can collect on behalf of the state. In other words, it can't just be a random relative, they must be representing the estate.
