Can someone advise on Mass Law on the following:

I currently left the country with a debt around 4K towards a credit card, lets assume the bank will file suit against me and they get a judgement against me.

Does Mass law allow for the judgement to turn into an arrest order? Would i run the risk of arrest in case of returning as visitor to US?

The failure to pay a civil judgment is not a criminal offense, pursuant to Massachusetts Law. There is the possibility that the judgment creditor ( the party who obtained the judgment) will effectuate a supplementary process action, which may, depending on the circumstances, result in the issuance of a civil capias ( an order that you physically be brought before the court to answer questions concerning the nature and extent of your assets).
