my niece is being threatened with wage garnishing and court from bill collector. What can these collectors do legally.

Legally, they can garnish her wages. BUT, before they are able to garnish wages, attach and levy property, etc., they need to file a lawsuit and obtain a judgment. She can file bankruptcy which will wipe out the judgment and stop any wage garnishments.
