sr citizen housing authority rental money owed

i received a 56 dollar increase in soc security. my rent went up but, they, state housing authority, are saying i didnt report it in when i was supposed to do now i owe them 450 which there is no way i can raise that much money. i didnt even know about the increase cuz i have automatic ss disability automatic deposits . what is the minimum payment due by law under these circumstamces. am desperate thank you
