What if he takes off?

My friend from India has finished his graduate program in the USA. He has about $13000 in total credit card debt (no one card has more than $5000). He could not find a job here and so is going back to his country for good. He has decided he would never come back to the USA. Will a collector chase him in India? Can he just start afresh in his country? He does not have the time to file for bankruptcy as his visa expires as soon as he graduates (No, he cannot delay his graduation). Kindly let me know.

It is unlikely that a creditor would follow him to India. However the debts would still be here if he ever came back. There are time limits to when a collecction law suit must be started (called "statutes of limitation") but they generally do not apply if the debtor has been out of the country.
