unfair business practice

I applyed for a school fianancial aid they told me that I was approved, after I went to school for two weeks they went back to me and said that I was not approved that i can neither pay the full price or live the school. I had given the dawn payment of $670 i didn't get it back and I stiil have pay the school $3000. Do you think it is fair?
