Does a widow have to pay any bills that were under the deceased name and not theirs

No, the widow is not personally responsible for the individual debts of the deceased. The deceased person's estate is, however, liable. Please feel free to contact my office if you have any further questions about your rights and responsibilities.

My condolences on your loss of your husband.
Only the estate of the deceased is responsibel for debts in your deceased husband's name alone, unless they were for "necessaries of life".
