Alot more information is needed. What kind of criminal record does this person have? What ties to the community? Was this person on bail whne he was arrested? Was he on parole? How "aggravated" was the felony assault? What were the injuries? What was destroyed? Whoevee this is, they should retain a good Defense lawyer.

During the arraignment you or your criminal defense attorney can argue bail, assuming the commonwealth seeks it.

There are various factors which can be argued. However, the DA can argue other factors that will seek bail or possibly a no-bail status.
