Authority Disputes
Does a probation officer (or elmo -Electronic Monitoring) have the authority to issue a arrest warrant.? I am under the impression that a warrant MUST be signed by a magistrate of the court, and that a probation office has to ''request'' a warrant to be a valid warrant otherwise this skips the order of ''due process''..
