Criminal Charges in MA
A friend was charged with 3 counts of felony because of a fight. He skipped bail and moved to another state.
Is there a prescriptive period on criminal charges?
Is it possible to negotiate a deal without being arrested?
If the accuser chooses to drop charges, can the state still push forth?
Is it possible to deal ''no-jail time'' under such scenario? Just community services?
