do police officers have to be present in order to make an arrest for disturbing the peace? Also what legal term means when one thing is bad that everyhting is bad

I do not believe so.

Having said that, some one is going to have to relate the contra-indicated conduct to have the police officers believe that they have the probable cause required for the arrest.
