Deposit
A person I know gave a used car salesman a thousand
dollars as a down payment on a car. The salesman
never produced the vehicle discussed and refused to
return the deposit money. Is this a larceny by false
pretense and can the salesman be arrested.

Based on the limited information you provided, I'm not certain whether this would be "larceny by false pretense," but it appears that some form of larceny could be charged. It is highly unlikely that the salesman would be arrested, but rather he would be ordered to appear in court, by way of a summons served on him, to answer the charges.
