fraudulent dental claims
Former dentist charging for work not done or completed. Also billing with extreamly high interest rate due to non-collection of monies from former patient for dental work that was never done.
Do have a case of fraud?

You raise a few issues:
1. Billing for work not done is fraud.
2. You have to agree to be charged interest.
