Legal Question in Criminal Law in Massachusetts

A 16 year old was put in detention center for the above subject. This past year he was on probabtion for being found with pot. His friend was in a fight with another kid. He went to the other kid and said DROP THE CHARGES. Now the authorities have put him in detention for intimidating a witness. He did not get bond because he broke parole for pot posession. This does not make sense because he has not been convicted of the other crime. So it comes down to his word agains the other persons word. Is it legal for him to be in detention. The formal hearing has not happened.
