Legal Question in Criminal Law in Massachusetts

My friend had a warrant from FL on 1997 case. He was on bail for 90 days in 1999 in MA - Florida never came. Now governer warrant has been issued (pushed by his enemy). He was on bail for 128 days this year - Florida never came. Now he is in jail for 30 days - waiting for them. How long it is going to last? Can Florida remove warrant? They obviously don't want him. Does he really need to sign a waiver for extradition? They had plenty of time to come.
