Until your girlfriend is legally an adult, you can not have sexual relations with her. Any person with knowledge can inform the police and if the police discovers or has probable cause, then you can be charged with various sexual offenses, including rape.
If you are found guilty of most sexual offenses, you will be required to register as a sex offender. You can face jail time and lengthy probation.
In other words, do not do it!
It is illegal and criminal.

Agreed. As long as she is under age, she cannot legally consent to sex, regardless of whether or not she is a willing party. Its called statutory rape and the punishments are severe.
