can a judge tell a da to dismiss charges because of false charge and to refile the correct ones?

It wouldn't work quite that way, because the judge has no authority to instruct the DA to file charges in any certain way, but it's possible that the judge might say something to the DA about the case that would make the DA take the hint and do that very thing.
