can someone be charged with inducing a minor to become a prostitute if the minor was already a prostitute

A criminal charge depends on each separate act. This especially true in dealing with minors.

Without specific facts I cannot answer your question specificly. However, by definition, a minor cannot consent to adult issues. Therefore it is unlikely that her prior activities will be a defense for you if you profited from her prostituion.
