what if someone talks about distributing a substance, but never mentions what substance it is. they mention getting high a few times and receive a response telling them that that's completely irrelevant to what the discussion is about. weight is mentioned, gram and ounces. would this be considered intent to distribute?

Depends-intent to distribute is a term used when persons are selling illegal drugs. Therfore if just weight, grams and ounces were mentioned yet there was no mention of the illegal drug itself -then it would be very hard to prove an intent to distribute charge.
