Motion to Suppress
One of my offenses is failure to stop, but never receive a citation.
My Question is: Can a motion to suppress be granted due to the officers failure to provide me one?
Can it be brought up in court?

That is a very good question. A motion to dimiss may be filed for failure to issue the citation. You should hire a good criminal defense attorney to research and write the motion and see what else can be done with your other charges.
