Penalities for claiming to be a lawyer
If a person claims to be an attorney and is not, is there anything I can do?

It would depend on the circumstances. If someone told you in passing at a cocktail party that he/she was a lawyer, I don't think there would be any penalty for that. If, to take an oppositie example, someone led you to believe he/she was an attorney and in fact represented you in a legal matter, there would be penalties available to punish that behavior. It's hard to tell from your question what kind of behavior you're talking about.

In most states it is a crime to represent that you are a lawyer when you are not. You can try calling the police or the district attorney and file a complaint.
