The answer to your question might be that you can file a claim in small claims court, but you don't provide enough information to answer your question. For example, who drove to NY? My father friend who recently (two days ago) moved out of one of my room in my house. and what is their connection to you and/or your parents? He is a friend of my father and ex husband who has become overly involve in my personal business. What happened when they got to your parents' house in NY? He when into my father's garage and remove a ladder I had purchase at home depot several months ago. What made them think they were entitled to remove the ladder? I don't know, He has made it his personal responisiblity to Ridicule and make a Mockery out of me to show my ex husband how much he is loyal to him. I would like to know if I have any rights to just stop one of them from taking advance of me.

Realistically, I doubt you'll be able to do much about this. First, this person is your father's friend, so I assume your father didn't object to him coming into his house. Secondly, since you left the ladder at your father's house for a few months, unless there is something important you haven't told me, it seems to me that either you relinquished your interest in the ladder (either by giving it to your father as a gift or by abandoning it at his house) or that your father was negligent in allowing this other person to take it away while it was in his care. In any event, I don't get the sense that you want to blame your father for this. Therefore, based on what little I know about this situation, my gut reaction is that you won't be able to do much about this.
