Are the police allowed to search homes door to door without a warrant? If a citizen refuses to allow entry without a warrant, would that citizen face repercussions?

They need Consent or a warrant exception. No penalty for refusing to let them in

If there is an emergency, they don't need a warrant. A terrorist with explosives and guns traced to a neighborhood would constitute such an emergency. There are repercussions for refusing to let them in. There may not be criminal penalties but the police are likely to break down a door and force their way in. Of course, they would not have to reimburse you the cost of a door.
