what is the penalty for possession of a class D substance (less than 1 once)

Could depend on whether the D was marijuana or not, whether the offender has a prior criminal record and, if so, when the previous convictions entered and what they were for.

If this is the first such narcotics offense, and presuming a clean slate, it is usually a CWOF, a continuous without a finding. It is usually for 6 months, and there is probably a probation fee.
If there are other factors, then the person may be looking at a more severe sentence.
