Potential Breaking & Entering/Burglary

My sister is about to lose her house. Her loan company kept threatening her that they were going to file foreclosure papers but didn't do so for several months. During this time, being scared and not knowing her rights, she got another apartment. Within days over her moving some of her stuff, the loan company's contractor went in through the window, changed the locks and removed her belongings. She has been trying to get them to respond to her for months and they will not return her calls. My question is: since she was never evicted, is there a statute of limitations that prevents her from filing a police report? And if not, whom does she file against, the loan company? or the contractor?

The company cannot resort to self-help. However, they may have a defense if you abandoned the property.

I would urge her to file a police report ASAP. If the police refuses to do anything, she can file an application for a criminal complaint at the district court.
