is a person required by law to speak with an officer who has questions about a crime and make you fill out a statement?

Absolutely not. A person has a FIFTH amendment right not to discuss a crime and a SIXTH amendment righ to speak with counsel before, during and after any conversation.

I agree.
An officer may play on your emotions, or make promises, or sometimes even lie to get you to speak. A police officer is trained in interrogation strategies.
