What is trial de noval? How does it relate to a judge's authority to grant reconsideration on a criminal complaint?

The correct title is trial de novo. It means that the judge is giving you a trial that is brand new, without the downside or upside of the impact of a previous trial. CAUTION: Other facts may change my defintion.
