uninsured/unregistered vehicle

My brother recently got pulled over with no car insurance and no registration. The car was impounded. I was wondering what the 1st offense criminal charges were estimated to be?

Does he get sumonsed to court?

My 2nd questions is, regarding reposession of a vehicle. Is it or can you turn the car over better? or the same type of penalty for reposession?

The car cannot be on the road if it is uninsured and unregistered. Register and insure it before driving it. For a 1st offense, your brother will likely (but no guarantee) be hit with some hefty fines... enough to make it not worth his while to ever drive unregistered/uninsured again... again, no guarantee... these are criminal offenses.
