Can the victim of a felony assault and battery with a dangerous weapon drop the charges before arraignment if there is an agreement reached out of court?

No. The Commonwealth controls the prosecution in which the victim is merely a witness.
Speak with the prosecutor of retain an attorney to do so. Good Luck!
