To blow or not to blow

I have been advised to never take a breathilizer under any circumstances. Is this wise if the issue should come up?

The rules for failing to take a breathalizer have become draconian. The old rule of thumb was not to do it. Now, at least as far as I am concerned, it depends on how much alcohol you have consumed. There are substantial administrative suspensions for refusing to take the test.
