Driving in other States or obtaining a license

I currently have a 'suspended license' - 6 month, for refusing the Breathalyzer.

1.)Does this restrict me from driving in other states 'legally', whether bording or not?

2.) Also if I were to move, could I easily obtain a license in that state?
