Legal Question in DUI Law in Massachusetts

dui in other state

i live in rhode island but was convicted a year ago for DUI in massachusetts. i lost my right to drive in both states and paid equal fines and fees in both states (about 800.00 each). is it legal for me to be punished twice for one crime? what if i had residency in five states? could i be fined by every state i claim residency in? i also did not attend a dui program (because i asked my probation officer where i need to take one - in rhode island or massachusetts and never got a reply) i just received a summons to appear in massachusetts court for not going to a program within the year.
