does a non-driving drug possession charge fall under melanies law, even if it happened before the law was enacted. i am trying to get my license back would i need to have an iid since i had a DWI before that and never went to get my license

The first step in sorting out your situation should be getting a copy of both your driving record and your criminal record. An old drug case that is closed should not be a problem, but it depends on the exact timing and circumstances of the charge as well as the status of your license both at the time of the charge and now.
