Transporting of Alcohol

Quick question. If an 18 year old male is driving his 21 year old friend to the liquor store, and after the purchase the friend puts the alcohol in the trunk. Then they drive back to their campus parking lot, and the 21 year old takes the alcohol out of the drunk where 2 undercover cops approach them and arrest the 18 year old for transporting alcohol, how is that possible? The car was since parked, and the cops never pulled over the car or anything, just stopped two kids walking.
