extortion
my granmother was taken advantage of by the a town she sold her land to for real cheap. she was told she would be given things that she never did. is this a type of extortion

It's not extortion. It might be fraud -- a transaction involving promises not kept. It might be improper in other ways. But there also may be nothing wrong at all. There's no way of knowing what the problem is -- or even if there is a problem at all -- without more details.
Your best bet is to contact a municipal law attorney.
