Can a person be appointed as a trustee who is on psychiatric medication ?

Short answer is yes. The real question is whether or not at the time of appointment or thereafter the Trustee is competent to handle their duties under the Trust.
Simply taking medication is not a bar to being a Trustee. Many people take anti-depressants and other types of drugs and function absolutely normally.
You would need to have a condition that amounts to an impairment of the Trustee to be able to handle their responsibilities.
