in 1988 A person recieved the help of the welfare for daycare expenses while they were going to high school. During that time the person was 17, in the summer the person worked 10 hours a week at a local department store but did not use the welfare benefits during that time. 21 years later she recieves a notice that she committed fraud against the welfare, is this still possible or is there a statute of limitations on the case. They said they opened a suit against her in 1992 about this but she was in the US military at that time, and had no idea. They contacted her 21 years later.

If you could show that during the time of the alleged fraud you were not collecting, then it could go away.
