The father has always paid voluntary child support and always been a part of his life, but without it being recognized--name removed--the courts. His mother has told him that if he goes live with his father she will call the police and make false accusations against the father. Child can petition the court for independence and as such go to live with his biological father. At 18 the mother has no legal right to stop him from living with his father.
The father could petition for custody as well, depending upon the reason for the son wanting to move in with his father.
