Legal Question in Family Law in Massachusetts

I was adopted in the state of Massachusetts in 1970. Today I went to the agency that I was adopted out of to ask for my non- identifying information(my parents age, medical, etc). The man there told me that he would look into it but may not be able to release anything if the file is labled as closed. It was my understanding that the laws of Massachusetts allow this information to be given to all adoptees. Can the agency's rules trump this law? If I am refused, is there anything else that I can do? Thank you.

Law usually trumps agency rules, but then you would need to consult an attorney.
