Capable? I don't know anything about you, so I cannot say if you are capable.

If you are 18 or older, you may be legally able to adopt your friend, who is probably younger than 17. The friend's parents can object, DSS can object.

If you are not supporting yourself, adoption is not likely. If you are, and you are close in age to your friend, it will be strange but not impossible to adopt your friend. If your age difference is appropriate for a parent-child, and there is no question of sexual interest, it might work. You would probably have to be investigated by DSS as to the appropriateness of the adoption.

If foster care is occuring because of abuse by the parent(s), and if the child is very young, it is possible the parent(s) will straighten out with therapy/counseling and be able to take the child out of foster care. You just do not give me much to work with.

I believe the prior attorney covered all the basis with what little he had to go on and without further information there is not much more to say. Sincerely, Maria Murber
