how does a judge decide when one attorney has filed a motion that states that another attorney has misrepresented himself and the facts of a case in court?

It s magic; I am kidding.

A judge is person and evaluates the testimony and then decides. Like anyone else, there is no science to this.

A judge can take as long or as short a period as they think appropriate. Usually it is within 30 days.
