Arrears child support

My son who is 22 years of age and is still in college, grauduates this coming May.I was married to his biological father in 1982,seperated in 1985.Went to court and an order was issued from the court for him to pay child support.The support was deducted from his paycheck and sent to me.The father got fired,child support stopped we went back to court but he did not show the order was issued to stay in affect.The father skip town then would call with threats to do me bodily harm, a restraining order was also issued. He never attempted to send or call over 20 years to see his on or pay child support.I tried to get the child support unit in my state to collect arrears and child suppport for my son.When they finding got back in touch with me they claimed they could not find him,even with them having his social security number. They were no help what so ever.In my state there were major complaints of how the child support unit was handling cases.This was made public on the news.The order never was void.Can my son still get his arrears based on the order never was voided.His biological owes a lot of money.How do we go about this before he graduates from college.Even though my son is 22, this arrears is still owed him.Son needs his money
